rea setup --dry-run prints nothing

Symptom
In an interactive terminal, rea setup --dry-run (with or without --client) prints nothing and exits 0.
Workaround
From the bug report, either of these does print the plan:
npx -y rea-agents@latest setup --dry-run | cat
npx -y rea-agents@latest setup --dry-run --format toonMachine-readable plan: add --json. Nothing is applied in a dry run.
Status: open as #2164 at the time of writing; run rea update to pick up a fix when released.
